Parking: the Saint-Nicolas car park moves to direct municipal management

Since 1 October, the 420-space car park in the République district has joined the Cannes Parking network. On the same day, the Commerces-République car park switched to two free hours a day.

Since 1 October 2026, the Saint-Nicolas car park has been operated by the municipal operator Cannes Parking. Located behind the SNCF station in the République district, the 420-space facility leaves the hands of its private operator, SARL Effia Cannes, at the end of a termination procedure launched by the City. By letter dated 13 November 2025, the municipality had notified the company of its intention to terminate the public service delegation contract, with termination effective 1 October 2026, in compliance with the minimum notice period.

The decision had been approved by the municipal council on 16 February 2026, which voted the return to direct management and the amendment of the Cannes Parking operator's statutes. Created by a deliberation of 17 December 2018, the operator thus sees its operating scope extended. All management models had been studied, from outsourced delegation to in-house models such as direct management, mixed-economy companies and local public companies. According to the deliberation, direct municipal management emerged as the model most consistent with the interests of the City and of users.

A six-month period allowed for discussions with the outgoing operator, an inventory of equipment and the operational handover of facilities and contracts. The date of 1 October 2026, set for the full transfer of operations, was intended to guarantee the continuity and safety of the public parking service.

1 October also brought a pricing change: the Commerces-République car park now offers two free hours per day, Monday to Friday. After the Roubaud car park in December 2025, it becomes the second Cannes facility to adopt this pricing. Managed by Cannes Parking, the site has 126 spaces and welcomes nearly 25,000 vehicles a year.

The City is rolling out new services there: loans of booster cables and umbrellas, tyre-inflation stations, a water fountain and stronger user support. The car park has been modernised: signage and public areas renovated, a new pedestrian crossing created and ten two-wheeler bays added. The welcome point has been reorganised and five additional cameras bring the video-protection count to 29.

A 5,144-space network

These changes form part of a wider programme to renovate municipal car parks, also under way this year at Suquet-Forville, Vauban, Pantiero and Ferrage-Meynadier. With Saint-Nicolas integrated, Cannes Parking now manages 12 municipal car parks and 5,144 spaces. Various free-parking periods are already offered across the network, notably at weekends and in several city-centre car parks.

For the municipality, this double shift on 1 October illustrates a deliberate strategy: modernising local public services while using parking as a lever for city-centre attractiveness. The effect of targeted free parking on bay turnover and on the operator's financial balance remains to be measured over time.
